Link Directory tab to Demographics' master contacts tool

Plain link in the Directory toolbar to localhost:8506, opens in a new
tab, no embedding or API work. Deliberately loose coupling since the
CRM decision is still open. Closes the Demographics-Outreach Board
wiring task.
